Make Plate Z tolerance available as card command SACS for joint masher program

The z tolerance for plate is limited to 5 degrees in joint mesher program and results in elements being skipped in SACS for SCF average stress calculation.. Having it as card command will allow for this tolerance value to be changed and remove the limitation.
